INSIPIENT \een.see.pyent\ is a word meaning stupid, foolish, lacking in intelligence, wisdom or insight.
There is also, INCIPIENT \een.see.pyent\, which means (of something), just starting or beginning; it means new, nascent, budding.
They are both adjectives.
